New battle brewing on civil rights panel

Another conflict is taking shape at the U.S. Commission on Civil Rights, where a new vacancy on the eight-member panel will be filled by congressional Democrats.

Congressional sources speaking on the condition of anonymity say that although long-standing tradition and courtesy would give Republicans their choice in the appointment, the bitter fight in Congress over appointments will affect the naming of the new commissioner.

Someone posted portions of the bill that created the Commission not long ago and as I understood it, it mandated a 4 - 4 split on the Commission with noone having a majority. I wondered how the Democrats ended up with a 5 - 3 majority when it was supposed to be 4 - 4.

The Commission is a 4-3-1 split but the 1 "independent" is the chair Ms. Barry. So technically they are with in the rules but they are Rats so breaking the rules in okay.

Could the 4-4 split apply to how the appointments are made? Four made by Democrats and four by Republicans. Every appointment made by Republicans should be a conservative Independant.
